Third collision in month involving an RP man results in teen’s death

A Rohnert Park man was arrested Monday on charges of felony manslaughter and felony hit-and-run after allegedly causing a crash that killed a Napa County teenager and fleeing the scene.

Michael Scott Harmon, 41, who had recently relocated from Vallejo to RP, was heading southbound on Lakeville Highway, three miles southeast of Petaluma, when he lost control of his 1969 Ford F-150 pickup truck. Harmon’s truck, according to a California Highway Patrol report, careened back and forth on the road before crashing into the northbound pickup truck of the teen, Jahzeel Forsen of American Canyon.

The passenger side of Harmon’s vehicle collided with the driver’s side of Forsen’s truck. A witness told CHP officers the driver got out of his truck and walked over to Forsen’s truck. After seeing Forsen was dead (CHP officers said he died on impact), the witness said the driver disappeared into the night.

Harmon was identified as a person of interest Monday. The abandoned truck was registered in his name, and he matched a description of a witness. Harmon contacted the CHP 10 hours after the accident and was arrested after being questioned at the CHP office in Rohnert Park.

It remains under investigation whether Harmon was driving under the influence at the time of the crash. His driver’s license is valid, and he is on probation for a drug conviction. Harmon, according to the CHP, walked through fields to get to a friend’s home near Stage Gulch Road, close to the scene of the accident and then got a ride into Rohnert Park.

This marks the third time in less than a month someone from Rohnert Park has been accused of a hit-and-run crime. Beloved Sonoma State University Professor Steve Norwick on June 8 was struck by a pickup truck driven by Robert Ernest Cowart. Norwick died from his injuries on June 20.

Friday, a professional bicycle rider from New Zealand was left with critical injuries after allegedly being struck near Healdsburg by a car driven by Arthur Ben Yu, 36, of RP.
